The second type of taxpayers that owe back taxes are those that haven't filed for a few years and think they're only problem is that they need to file. They don't know the IRS has filed for them and they now have back taxes. Even worse, IRS records have a mailing address from the last tax return that was filed and chances are the taxpayer has moved since then. Basically, this means that the IRS is sending letters often but to a wrong address and the taxpayer has no idea how the IRS is viewing them.
Both types of taxpayers that owe back taxes will be pursued by the IRS. One type will know it's happening and the other type won't have a clue until it has happened. The only way either type can get tax relief is by working out an agreement with the IRS.
